PERSONNEL ASSESSMENT AND VERIFICATION (PPV) MALAYSIAN SKILLS CERTIFICATION SYSTEM (SPKM)

Guidelines and Conditions to Apply Certification in Personnel Assessment and Verification (PPV) in Malaysian Skills Certification System (SPKM) has been approved to replace Guidelines for National Industry Expert Directory Registration Application (DPIN).

This guideline begin effectively on 05th November 2018 and with the force of this guideline, previous guideline is invalid.

STRUCTURE OF PERSONNEL ASSESSMENT AND VERIFICATION (PPV) SPKM

Personnel Assessment and Verification (PPV) is an individual that has been certified by Director General to run Assessment and Verification of Malaysian Skills Certification System (SPKM).

PPV act as a personnel assessment and external verification is responsible in the quality assurance of SPKM implementation. PPV can be certified among personnel who have knowledge, skills and extensive experience in the applied field. There are;

PPL-SLaPB : External Verifier Officer of Certified Program Training System;
PPL-SLDN : External Verifier Officer of National Dual Training System;
PP-PPT : Assessment Officer of Prior Achievement Recognition;
PPL-PPT : External Verifier Officer of Prior Achievement Recognition;

Requirements and eligibility of personnel is subject to Guidelines and Terms of Certification Application for Personnel Assessment And Verification (PPV) in Malaysian Skills Certification System (SPKM) which is in force.

Below is the requirements according to the certification;

PPL-SLaPB

Malaysian;
Have 10 years experience in the applied skills field;
Passed in PP-PPD-PPB Induction Course;
Passed in PPL Induction Course; and
Has following qualifications for the applied field;
1. SKM 1,2,3 - at least SKM Level 3 in the applied field
2. DKM - at least DKM/ Diploma that is recognized by Government in applied field
3. DLKM - at least DLKM/ Degree that is recognized by Government in applied field

PPL-SLaPB (I-031-3, I-031-4, I-031-5)

Malaysian;
Have 10 years experience in applied field;
Passed in PP-PPD-PPB Induction Course;
Passed in PPL Induction Course; and
Have following qualification for the applied fields;
1. SKM 3 - I-031-3
2. DKM - I-031-4
3. DLKM - I-031-5
Applicants who apply related program of Vocational Training Operation (VTO, VTE and VTM) have to fulfill following additional field;
1. Vocational Training Operation (VTO). One of the following qualifications;
  - have experience in teaching VTO program for more than 2 years or
  - teaching in any skills of field at PB JPK for more than 5 years.
2. Vocational Education & Training Implementation (VTE). One of the following qualifications;
  - have experience in teaching VTE program for more than 2 years or
  - supervise and managing skills program at PB JPK for more than 5 years
3. Vocational Education & Training Management (VTM). One of the following qualifications;
  - have experience in teaching VTM program for more than 2 years or
  - supervise and managing skills program at PB JPK for more than 5 years

PPL-SLDN

Malaysian;
Have 10 years experience in applied field;
Attend SLDN Induction Course;
Passed in PPL Induction Course; and
Have following skills qualification;
1. SKM 1,2,3 - at least SKM Level 3 in applied field
2. DKM - at least DKM/ Diploma that been recognized by Government in applied field
3. DLKM - at least DLKM/ Degree that been recognized by Government in applied field
NOTE:
No PPL-SLDN certification for the following program:
1. Program related to Vocational Training Operation (VTO, VTE and VTM)
2. Program related to Tourist Guide

PP-PPT

Malaysian;
Have 10 years experience in applied field;
Passed in PP-PPT Induction Course;
Have following skills qualification;
1. SKM 1,2,3 - at least SKM Level 3 in applied program
2. DKM - at least DKM in applied program
3. DLKM - at least DLKM in applied program
Being in the supervisory state / management / professional for Level 4 and Level 5 program

PP-PPT (I-031-3, I-031-4, I-031-5)

Malaysian;
Have 10 years experience in applied field;
Passed in PP-PPT Induction Course;
Have following skills qualification;
1. SKM 1,2,3 - I-031-3
2. DKM - I-031-4
3. DLKM - I-031-5
Applicants who have apply related program of Vocational Training Operation (VTO, VTE dan VTM) have to fulfill following additional conditions;
1. Vocational Training Operation(VTO). One of the following qualifications;
  - have experience in teaching VTO program for more than 2 years or
  - teaching in any skills field at PB JPK for more than 5 years.
2. Vocational Education & Training Implementation (VTE). One of the following qualifications;
  - Have experience in teaching VTE program for more than 2 years or
  - supervise and managing skills program at PB JPK for more than 5 years.
3. Vocational Education & Training Management (VTM). One of the following qualifications;
  - Have experience in teaching VTM program for more than 2 years or
  - Supervise and managing skills program at PB JPK for more than 5 years

PPL-PPT*

Malaysian;
Have 10 years experience in applied skills field;
Have been recognized and still has valid certification duration as PP-PPT
Have experience as PP-PPT ≥ 2 years
Have made PPT portfolio assessment ≥ 30 portfolio
Being in state of supervision / management / professional for program of Level 4 and Level 5
NOTE:
No PPL-PPT certification for program related to Vocational Training Operation (VTO, VTE and VTM)

NOTE

Please note that, only ONE NOSS program can be choose in one application. Therefore, if the personnel would like to apply to be certified for more than one NOSS program then the number of application also have to follow the number of applied program. For example, the personnel want to apply renewal for NOSS program for SKM 1, SKM 2 and SKM 3 then the application have to be made three (3) time for each program.
