Selaras dengan semangat Kerjasama Selatan-Selatan, Malaysia melalui MTCP berkongsi pengalaman pembangunan dan kepakaran dengan negara-negara membangun yang lain. Program ini merupakan sebahagian daripada komitmen Kerajaan Malaysia ke arah mempromosikan kerjasama teknikal di kalangan negara-negara membangun, pengukuhan kerjasama serantau dan sub-serantau, serta memupuk kolektif sifat berdikari di kalangan negara-negara membangun.
\nMTCP memberi penekanan kepada pembangunan sumber manusia melalui penyediaan latihan dalam pelbagai bidang yang penting untuk pembangunan sesebuah negara seperti pentadbiran awam, tadbir urus yang baik, perkhidmatan kesihatan, pendidikan, pembangunan mapan, pertanian, pembasmian kemiskinan, promosi pelaburan, ICT dan perbankan . Pusat Latihan Pengajar dan Kemahiran Lanjutan (CIAST) telah diberi kepercayaan oleh MTCP sebagai salah satu daripada penyedia latihan dan memberi tumpuan kepada Pendidikan dan Latihan Vokasional (TVET) membina keupayaan khusus teknikal bagi jurulatih.<\/p>\n
