In line with the spirit of South-South Cooperation, Malaysia shares its experience in development and expertise with other developing countries through the MTCP. This programme is part of the commitment of the Government of Malaysia to promote technical cooperation with developing countries, strengthen regional and sub-regional cooperation, as well as cultivate collective self-reliance among developing countries. The MTCP emphasises human resource development through the provision of training in various vital fields for developing a country such as public administration, good governance, health services, education, sustainable development, agriculture, poverty eradication, investment promotion, ICT and banking. The Centre for Instructor and Advanced Skill Training (CIAST) was given credence by the MTCP as one of the training providers that focuses on education and vocational training (TVET) to build capacity, specifically, the technical capacity of trainers.
